Evolution/Creation Dr. James Tour

I have been labeled as an Intelligent Design (sometimes called “ID”) proponent. I am not. I do not know how to use science to prove intelligent design although some others might. I am sympathetic to the arguments and I find some of them intriguing, but I prefer to be free of that intelligent design label. As a modern-day scientist, I do not know how to prove intelligent design using my most sophisticated analytical tools— the canonical tools are, by their own admission, inadequate to answer the intelligent design question. I cannot lay the issue at the doorstep of a benevolent creator or even an impersonal intelligent designer. All I can presently say is that my chemical tools do not permit my assessment of intelligent design.

I wrote, “Those who think scientists understand the issues of prebiotic chemistry are wholly misinformed. Nobody understands them. Maybe one day we will. But that day is far from today. It would be far more helpful (and hopeful) to expose students to the massive gaps in our understanding. They may find a firmer—and possibly a radically different—scientific theory. The basis upon which we as scientists are relying is so shaky that we must openly state the situation for what it is: it is a mystery.” Note that since the time of my submission of that commentary cited above, articles continue to be published on prebiotic chemistry, so I will link to my short critiques of a few of those newer articles so that the interested reader can get an ongoing synthetic chemist’s assessment of the proposals: http://inference-review.com/article/two-experiments-in-abiogenesis.

The origin of life (often encompassing the terms prebiotic chemistry or abiogenesis) article that I cite above is long and I need not repeat it. But even in that article, I never addressed the issue of information. The information or coding within the DNA (or RNA) that corresponds to the sequence of the nucleic acids is primary to the entire discussion of life. Some would rightly argue that the information is even more fundamental than the matter upon which it is encoded. I merely showed that the requisite molecules (lipids, proteins, nucleic acids and carbohydrates) are so unlikely to have occurred in the states and quantities needed, that we could never have gotten to the point of figuring out the genesis of the requisite code or information. The code is analogous to the difference between the Library of Congress and a big box of alphabetic letters— the library has a huge amount of embedded information while the random box of letters has little. So origin of first life is the ‘nail holding the coffin closed’ on the emergence of biological evolution. Without that first life, or simple cell, which requires the four molecule types plus information, all proposals regarding biological evolution are without the base of life. And it is difficult to discuss biology without life.

Nonetheless, some are disconcerted or even angered that I signed a statement in ~2001 along with many other scientists:


“We are skeptical of claims for the ability of random mutation and natural selection to account for the complexity of life. Careful examination of the evidence for Darwinian theory should be encouraged.”

That statement has now received its own common name: A Scientific Dissent from Darwinism. Let me note several things for the record. The statement was sent to me in an email asking whether I could agree with its content. I confirmed that I agree. I still agree. Plus, many other scientists would agree that “careful examination of the evidence” is warranted regardless of the field, and Darwinian Theory is no exception. However, I had no idea that that statement would be used in legal challenges four years later, or that it would become the courtroom touchstone of the arguments on evolution and intelligent design. I terribly dislike lawsuits and courts of law, so I am sorry that things evolved that way.

I have spoken at length with biologists, philosophers of science, mathematicians and geneticists in order to better understand evolution. Some were gracious in helping me to appreciate their positions based upon the data. Others were less gracious, though they supplied me with voluminous material to read. Here are some of the things that I learned.

Some biologists say that “random mutation and natural selection” have long-been recognized by many evolutionists themselves to be insufficient to account for the complexity of life. They cite research from the 1960s and 1970s suggesting that neutral drift is quantitatively more important than natural selection in understanding genetic differences between organisms. Moreover, the mechanisms of evolution and their relative importance are continuously subject to careful scientific examination and revision so “careful examination of the evidence” has not been avoided. Some biologists suggest that the core of evolutionary studies for the last several decades has not centered upon the sufficiency of Darwinian Theory, defined as “random mutation and natural selection.” (So maybe those biologists should join me in signing “A Scientific Dissent from Darwinism”.) But evolution is both about the mechanism by which change occurs over time, and the theory of universal common descent (https://en.wikipedia.org/wiki/Common_descent). This is the idea that all life shares a common ancestor. For those less trained in science, this theory does not propose, for example, that humans evolved or descended from chimpanzees, but that humans and chimpanzees share a common ancestor in the distant past. I can understand why those fluent in the field of genetics would be convinced by that theory; there is an impressive quantity and insightfulness to the work.

But even with that evidence supporting common descent, others find common descent insufficient to explain some parts of the data. For example, humans have ~20,000 protein-coding genes, which is only ~1.5% of DNA in the entire human genome, and it is within that 1.5% that common descent studies are primarily (though not exclusively) focused. A large-scale project instituted in 2003 by the US National Human Genome Research Institute, called the Encyclopedia of DNA Elements (ENCODE) (https://en.wikipedia.org/wiki/ENCODE), seeks to determine the roll of the remaining 98.5% of the genome that was formerly poorly called “junk DNA,” but better called “intergenic regions.” There is ENCODE evidence that part or even much of the intergenic regions have regulatory elements that can affect gene transcription (building of RNA and then construction of enzymes that regulate or build the biological system). Also, work on orphan genes (also called ORFans, https://en.wikipedia.org/wiki/Orphan_gene) casts new light on the uniqueness of some genetic information; orphan genes are considered unique to a narrow taxon, generally a species. So some interpret ENCODE data and orphan genes as markers for uncommonness. Even further, some argue that biological similarities between modern humans and other hominids, for example, can be considered as common design parameters and need not require a common descent model.

Still others are dismissive of the relevancy of ENCODE and orphan genes research in the context of common descent evaluations. For example, they say that for decades biologists have realized that intergenic regions have regulatory functions. And they suggest that within ENCODE, the experimental techniques that were used result in much of the data itself being statistically irrelevant, and those regions that are truly functional are minimal in their functionality. With orphan genes, they claim that less than 100 of them show evidence of translation, and all these genes map back to non-gene DNA sequences in the chimpanzee, so it is actually evidence for common descent. Then again, other geneticists contest that many biologists have simply ignored ~200 putative orphans in the human genome because they cannot find homologous non-gene sequences in the chimpanzee genome. If it is true that some biologists are ignoring data that does not easily fit with their common descent model, it is disconcerting.

Thus the same data is viewed very differently depending upon the evaluator’s perspective. As a synthetic chemist, I am unable to render an opinion. I cannot suggest a victor in this contest.

But as a chemist, and one that builds functional molecular nano-systems, I can give some informed input. For several decades I have been building molecular cars with functional motors, wheels, axles and chassis, and molecular nanosubmarines with light-activated motors and fluorescent pontoons, where many parts have to work in unison, and be planned to work in unison during redesign of major features. Even small changes in desired function can send the synthesis all the way back to step 1. In biology, the mechanisms for such transformations are complete mysteries. I posit that the gross chemical changes needed for macroevolution (origin of the major organismal groups, i.e., of the body plans, https://en.wikipedia.org/wiki/Body_plan) are not understood and presently we cannot even suggest the mechanisms, let alone observe them. Any massive functional change of a body part would require multiple concerted lines of variations. Sure, one can suggest multiple small changes ad infinitum, but the concerted requirement of multiple changes all in the same place and at the same time, is impossible to chemically fathom. One day the requisite chemical basis might become apparent so that the questions can be answered. But present-day biology is far from providing even a chemical proposal for body plan changes, let alone a data-substantiated chemical mechanism.

Humans alone have the capacity for art, music, advanced communication, advanced mathematics and religious practice, which constitute the broader organization of symbolism. Therefore, if one is intent upon a common descent model, there was a massive and presently unexplainable infusion (intrinsic and/or extrinsic) along the proposed very short descent pathway between australopithecines and modern humans. If it were an intrinsic infusion, then the requisite anatomical or chemical differences between the modern human brain and other hominid brains are presently indiscernible and unfathomable. And the chemical basis of the evolutionary mechanisms for such changes is both unknown and presently immeasurable. If the infusion were extrinsic, then the materialistic evolutionist and the design proponent share common ground.

Therefore, I do not understand the mechanisms needed to change body plans or the mechanisms along the descent pathway between the australopithecine brain and modern human brains if we were indeed commonly descended as predicted by the theory of universal common descent. Nobody else understands the mechanisms either. Nobody. But I am saying it publically, hence the arousal of some toward my open comments. Recall, evolution is both about the mechanism by which change occurs over time, and the theory of universal common descent. But the mechanisms are unknown and the theory of universal common descent is confronted by issues of uncommonness through ENCODE and orphan gene research.

So what should be taught in schools regarding evolution, in my opinion? As I wrote, I am not a proponent of intelligent design for the reasons I state above: I cannot prove it using my tools of chemistry to which I am bound in the chemistry classroom; the same tools to which I commensurately bind my evolutionist colleagues. A better approach would include more teaching about common descent using basic genetics arguments. But there should also be coverage of legitimate scientific puzzles such as macroevolution’s weak underpinning for the origin of body plans, the unexplainable functional differences between the modern human brain and that of other hominids, the ENCODE and orphan gene findings and disagreements, the huge difficulties regarding the theories on the origin of first life, and the mystery of information’s origin in the sequence of the nucleic acids. Such deliberations would be exciting and scientifically enlightening to students, and they would be changing with time as more data becomes available. In a secular classroom, one need not include an intelligent designer in order to provide the students with an appreciation for the science or an overview of the theories’ shortcomings. I think that, upon this approach, diverse camps could respectfully agree and lawsuits would be unnecessary.

I used to believe that my outward confession of skepticism regarding evolution was also of little consequence to my career as a scientist. Specifically, in the past, I wrote that my standing as a scientist was “based primarily upon my scholarly peer-reviewed publications.” Thirty years ago, that was the case. I no longer believe that, however. Ever since the time of the legal case referenced above, I have seen a saddening progression at several institutions— which is a further testament to the disheartening collateral damage resulting from lawsuits. I have witnessed unfair treatment upon scientists that do not accept macroevolutionary arguments and for their having signed the above-referenced statement regarding the examination of Darwinian Theory. I never thought that science would have evolved like this. I deeply value the academy; teaching, professing and research in the university are my privileges and joys. Rice University, from the administration, has always been gracious and open. The president of Rice University, David Leebron, writes yearly to the faculty that a,


“core value of our university is free and open inquiry. We encourage robust debate on the difficult issues of the day, and we welcome people with many points of view to our campus to better understand those issues and the differences that can divide us. That can and does mean that we sometimes provide a forum for opinions that may be controversial — or even on occasion reprehensible — to many or a few. While we cannot and will not censor the expression of divergent opinions, we do expect those opinions be expressed with civility and with respect for other points of view.”

Hence, by my observation, the unfair treatment upon the skeptics of macroevolution has not come from the administration level, at least at Rice University. But my recent advice to my graduate students has been direct and revealing: If you disagree with theories of evolution, keep it to yourselves if you value your careers, unless you’re one of those champions for proclamation; I know that that fire exists in some, so be ready for lead-ridden limbs. But if the scientific community has taken these shots at senior faculty, it will not be comfortable for the young non-conformist. When the power-holders permit no contrary discussion, can a vibrant academy be maintained? Is there a University (unity in diversity)? For the United States, I hope that the scientific community and the National Academy of Science in particular will investigate the disenfranchisement that is manifest upon some of their own, and thereby address the inequities.

Based upon my faith in the biblical text, I do believe (yes, faith and belief go beyond scientific evidence for this scientist) that God created the heavens and the earth and all that dwell therein, including a man named Adam and a woman named Eve. As for many of the details and the time-spans, I personally become less clear. Some may ask, What’s “less clear” about the text that reads, “For in six days the Lord made the heavens and the earth”? That is a fair question, and I wish I had an answer that would satisfy them. But I do not because I remain less clear. So, in addition to my chemically based scientific resistance to a macroevolutionary proposal, I am also theologically reticent to embrace it. As a lover of the biblical text, I cannot allegorize the Book of Genesis that far, lest, as Tevye in Fiddler on Roof said, “If I try and bend that far, I’ll break!” God seems to have set nature as a clue, not a solution, to keep us yearning for him.

As a scientist and a Christian (Messianic Jew), I am unsure of many things in both science and faith. But my many questions are not fundamental to my salvation. Salvation is based upon the finished work of Jesus Christ (Yeshua the Messiah), my confession in him as Savior and my belief in his physical resurrection from the dead. Indeed, the physical resurrection is an atypical example where God works beyond the normally observed physical laws of science in order to accomplish his purposes. Therefore it’s called a miracle.

Trump Opts Not to Move Embassy to Jerusalem, at Least for Now

WASHINGTON–President Trump signed an order keeping the American Embassy in Tel Aviv rather than moving it to Jerusalem as he promised during last year’s campaign, aides said Thursday, disappointing many Israel supporters in hopes of preserving his chances of negotiating a peace settlement.

Aides said that the decision was just a delay and that he still planned to eventually move the embassy to Jerusalem when conditions were right, although past presidents have said the same without ever acting. The White House said in a statement that Mr. Trump’s move should not be considered “a retreat from the president’s strong support for Israel” and its alliance with the United States.

“President Trump made this decision to maximize the chances of successfully negotiating a deal between Israel and the Palestinians, fulfilling his solemn obligation to defend America’s national security interest,” the statement said. “But, as he has repeatedly stated his intention to move the embassy, the question is not if that happens, but only when.”

Mr. Trump made no mention of his pending decision during a visit to Jerusalem just last week and waited to announce it until almost the last minute he could under law, underscoring the deep political sensitivity of the matter. The order he signed waives for six months a congressional edict requiring the embassy be in Jerusalem, meaning he will have to consider the matter again by Dec. 1.

Prime Minister Benjamin Netanyahu of Israel, who has nurtured a close relationship with Mr. Trump, offered only modest regret for the decision publicly. “Though Israel is disappointed that the embassy will not move at this time, we appreciate today’s expression of President Trump’s friendship to Israel and his commitment to moving the embassy in the future,” his office said in a statement.

The decision is Mr. Trump’s latest shift away from campaign positions upending traditional foreign policy as the president spends more time in office and learns more about the trade-offs involved. He has reversed himself on declaring China a currency manipulator, backed off plans to lift sanctions against Russia, declared that NATO is not “obsolete” after all, opted for now not to rip up President Barack Obama’s nuclear agreement with Iran and ordered a punitive strike against Syria that he previously opposed in similar circumstances.

Mr. Trump began backing away from his promise to move the embassy shortly after taking office when King Abdullah II of Jordan flew to Washington without a White House invitation to buttonhole the new president at a prayer breakfast and explain what he viewed as the consequences. The king warned that a precipitous move would touch off a possibly violent backlash among Arabs, all but quashing any hopes of bringing the two sides together.

“There is likely to be a collective sigh of relief by Arab leaders, the Europeans, the State Department and the intelligence community,” said Khaled Elgindy, a former adviser to Palestinian leaders now at the Brookings Institution. “While there is likely to be some backlash from his conservative base, especially evangelical voters, the fact that Trump is now personally invested in Israeli-Palestinian peacemaking may be something of an insurance policy against his having a change of heart further down the road.”

The embassy question has assumed enormous symbolic significance over the years. The United Nations once proposed that Jerusalem be an international city, but after Israel declared statehood in 1948, it took control of the western portion of the city while Jordan seized the eastern side. During its 1967 war with Arab neighbors, Israel wrested away control of East Jerusalem and annexed it.

Over the 50 years since then, Israel has declared that Jerusalem is its eternal capital and would never be divided again, even as it has built more housing in the eastern parts of the city intended for Jewish residents over the objections of the Palestinians and much of the international community. Most of its main institutions of government are based in Jerusalem.

Like every other country with a diplomatic presence in Israel, the United States has kept its embassy in Tel Aviv to avoid seeming to recognize Jerusalem as the Israeli capital at the expense of Palestinians who also claim it as the capital of a future state of their own. The United States does have a consulate in Jerusalem that mainly deals with Palestinians but could be converted on a temporary basis into an embassy until a permanent site is found and a full-fledged facility constructed.

Like Mr. Trump, Bill Clinton and George W. Bush both promised to move the embassy as presidential candidates only to drop the idea once they got into office. In 1995, Congress passed a law requiring the embassy to be moved to Jerusalem by 1999 or else the State Department’s building budget would be cut in half.

But lawmakers included a provision allowing a president to waive the law for six months if determined to be in the national interest. So every six months since 1999, Mr. Clinton, Mr. Bush, Mr. Obama and now Mr. Trump have signed such waivers.

Dennis Edwards: Various prophecies in Daniel seem to indicate that the Antichrist will stop the "daily sacrifice" during his end-time invasion of Israel. Some have proposed that a "daily sacrifice," similar to what the Jews performed in the first two Temples, requires a third Temple to be built. The prophecies also indicate a "Holy Covenant" will be signed by some agreeing partners. Speculation has it that the agreement could include a decision on the Palestinian mandate for Statehood and the Jews desire for a Third Holy Temple. Perhaps the moving of the embassy to Jerusalem will have to wait for the "Holy Covenant" to be signed giving the Palestinians their homeland (?), and the Jewish people to right to build the Temple and begin sacrificial worship as they did before the Temple's destruction in 70 AD by the Romans. A lot of speculation here, but it seems the Temple will be rebuilt. For the Palestinians to agree to its rebuilding on or near the Temple Mount some great accord would need to be made. Let's wait and see what happens and be busy about the Lord's work of loving and helping others into His Kingdom in the mean time.

Germany, China Vow to Deepen Partnership Amid Global Uncertainty

(Reuters) Germany and China vowed to extend their relationship in an increasingly uncertain global environment, Chancellor Angela Merkel and Chinese Premier Li Keqiang said after talks in Berlin on Thursday.

Dennis Edwards: Again we see a shift in Europe away from the USA. If we are understanding Bible correctly, this is what we should expect. In Ezekiel 38 we see the end-time invasion of Israel led by Russia [Gog][1] with the collaboration of Iran [Persia][2], and Turkey [Togarmah][3]. Gomer[4] is also mentioned and some scholars consider the Germanic tribes the descendants of Gomer who was Japeth's oldest son. You remember that Japeth was one of the three sons of Noah who divided the lands after the flood between their descendants.[5]

In Revelation 17, we find the ten horns [or ten kings which have kingdoms] shall hate the whore [the American Capitalistic Empire], and make her desolate, and shall eat her flesh, and burn her with fire.[6] These ten nations, or kingdoms, which may be former nations of the Roman Empire,[7] give their kingdom unto the beast [the Antichrist],[8] which may in fact be the end-time ruler of Gog or some one associated with him. He may come out of one of the four land areas that Alexander's kingdom was divided into: Turkey, Assyria, Egypt, or Greece.[9] The "whore" which is destroyed by the pact between the 10 kingdoms and the beast is none other than "that great city, which reigns over the kings of the earth."[10] That "whore" could very well be the American capitalistic economic system as we see in the next chapter describing the whore's desolation that her merchants [read international bankers, television and newspaper owners, movie producers, corporation owners, Foundation owners, pharmaceutical owners, etc.] were the great men of the earth; for by their sorceries were all nations deceived.[11]


Therefore, if parts of Europe or the European Community will eventually ally with Russia, as the prophecies seem to indicate if we are understanding them correctly, we should expect to see a shifting of influence away from the USA towards Russia and China, which is exactly what we are seeing. In another news article Trump Hands the Chinese a Gift: The Chance for Global Leadership from the New York Times we see a similar assessment. With his "America First" policy, Trump is leaving a vacuum for both Russia and China, the up and coming world leaders, to fill. Another article notes the friction between Germany and America: Germans wonder why Trump keeps lashing out at them and not Russia or Saudi Arabia. Yet another article talks of Russia's new influence in Italy: With Italy No Longer in U.S. Focus, Russia Swoops to Fill the Void.


We know Bible prophecy will be fulfilled. We know the invasion of Israel will take place and we know the names of the countries involved. We know America and Saudi Arabia, close partners in the Middle East and allies with Israel, will not be able to stop the end-time invasion forces. In Ezekiel 38 we read, "Sheba and Dedan [Saudia Arabia], and the merchants of Tarshish [Great Britain], with all the young lions thereof [USA, Australia, Canada, and perhaps, India; all formerly related to the British Empire], shall say unto thee [the Russian, Iranian, Turkish, Antichrist invasion force], Art thou come to take a spoil? hast thou gathered thy company to take a prey? to carry away silver and gold, to take away cattle and goods, to take a great spoil?"[12]

Chemical Evolution Has No Bases in Empirical Science

Consider what Dr. James Tour, Professor of Chemistry at Rice University, has to say about life's origens. He also teaches Computer Science, Materials Science, and Nano-Engineering. He is one of the world's leading experts in synthetic chemistry- the science of designing complex molecules. This is from a lecture at the University of Waterloo in 2016: "Abiogenesis is the prebiotic process wherein life, such as a cell, arises from non-living simple organic compounds: carbohydrates, nucleic acids, lipids, proteins, and amino acids. All this is needed before evolution can begin. We have no idea how molecules that compose living systems could have been devised such that they would work in concert to fulfill biology's functions. We have no idea how the basic set of molecules, carbohydrates, nucleic acid, lipids, and proteins, were made and how they could have coupled in proper sequences, and then transformed into ordered assemblies until there was the construction of a complex biological system, and eventually to that first cell. Nobody has any idea on how this was done when using the known mechanisms of chemical science. Those that say this is all worked out, they know nothing: nothing about chemical synthesis. Nothing! From a chemical perspective, neither I nor any of my colleagues can fathom a prebiotic molecule route to construction of a complex system. We cannot even figure out the prebiotic routes to the basic building blocks of life: carbohydrates, nucleic acids, lipids, and proteins. Chemists are collectively bewildered. Hence I say that no chemist understands prebiotic synthesis of the requisite building blocks, let alone assembly into a complex system. I've asked all my colleagues, National Academy members, Nobel Prize winners. I sit with them in our offices. Nobody understands this. So if your professors say, 'It's all worked out,' your teachers say, 'It's all worked out,' they don't know what they are talking about. It is not worked out. You cannot just refer this to somebody else. They don't know what they are talking about."

Merkel, After Discordant G-7 Meeting, Is Looking Past Trump

BERLIN–Chancellor Angela Merkel of Germany, Europe’s most influential leader, has concluded, after three days of trans-Atlantic meetings, that the United States of President Trump is not the reliable partner her country and the Continent have automatically depended on in the past.

Clearly disappointed with Mr. Trump’s positions on NATO, Russia, climate change and trade, Ms. Merkel said in Munich on Sunday that traditional alliances were no longer as steadfast as they once were and that Europe should pay more attention to its own interests “and really take our fate into our own hands.”

“The times in which we could rely fully on others–they are somewhat over,” Ms. Merkel added, speaking on the campaign trail after a contentious NATO summit meeting in Brussels and a Group of 7 meeting in Italy. “This is what I experienced in the last few days.”

Ms. Merkel’s strong comments were a potentially seismic shift in trans-Atlantic relations. With the United States less willing to intervene overseas, Germany is becoming an increasingly dominant power in a partnership with France.

The new French president, Emmanuel Macron, has shown a willingness to work with Germany and to help lead the bloc out of its troubles. And Ms. Merkel sees Germany’s future more and more with the European Union of 27 nations, without Britain after its vote to leave the bloc.

“This seems to be the end of an era, one in which the United States led and Europe followed,” said Ivo H. Daalder, a former United States envoy to NATO who is now the director of the Chicago Council on Global Affairs. “Today, the United States is heading into a direction on key issues that seems diametrically opposite of where Europe is heading. Merkel’s comments are an acknowledgment of that new reality.”

Ms. Merkel’s emphasis on the need of Europe to stand up for its own interests comes after Mr. Trump declined to publicly endorse NATO’s doctrine of collective defense or to agree to common European positions on global trade, dealing with Russian aggression or mitigating the effects of climate change.

“We have to know that we must fight for our future on our own, for our destiny as Europeans,” Ms. Merkel said.

Ms. Merkel, who did not mention Mr. Trump by name, also spoke of Britain’s decision to leave the European Union, which means the bloc will lose its second-largest economy and one of its two nuclear powers. Britain’s departure will also weaken trans-Atlantic ties and leave the Continent more exposed than before.

Given this new context for international relations, she said, “I can only say that we Europeans must really take our fate into our own hands–of course in friendship with the United States of America, in friendship with Great Britain and as good neighbors wherever that is possible also with other countries, even with Russia.”

With her statement, she seemed to be calling for German voters to get accustomed to a more active European role–and to more involvement by Berlin in crises on the Continent as well as global ones affecting Europe’s future.

Ms. Merkel was known to have been unsettled by her meetings with Mr. Trump in Washington in March, and she had been concerned that if Marine Le Pen won the French presidency this month, Germany would be isolated and the European Union badly damaged.

But Mr. Macron, who was meeting Mr. Trump for the first time, appeared to have a less negative impression of the outcome of the talks than Ms. Merkel. In a news conference at the end of the Group of 7 conference, Mr. Macron took a glass-half-full approach, saying that he believed, over all, that despite Mr. Trump’s earlier hostile language toward NATO, multilateralism was intact and there was a shared vision in a number of areas.

Mr. Trump campaigned on a platform of trade protectionism, nationalism and skepticism about multilateralism and climate change–all issues on which most European leaders disagree with him. Europeans also depend on NATO for their ultimate defense and are more concerned about an increasingly aggressive Russia than Mr. Trump seems to be, although his defense secretary and national security adviser, both senior military officers, insist that the president is fully behind NATO’s Article 5, which requires all members to come to the defense of any country in the alliance that is attacked.

As they traveled back to the United States over the weekend, White House officials said Mr. Trump had succeeded in delivering a blunt message about self-reliance to American allies in Europe.

They said the president’s decision to scold the NATO member countries about their contributions to the defense alliance would reduce the need for the United States to carry the financial burden for the Continent’s defense. And they said the president’s tough position on trade would help protect American companies from unfair practices.

“This was a summit in which the goals and priorities of the United States and the president really were felt deeply,” said a senior administration official who spoke on the condition of anonymity to discuss the president’s conversations with other leaders. Mr. Trump “has changed the way many people around the world are thinking about these issues.”

White House officials expressed little concern about the personal interactions between the president and other heads of state. The administration official said Mr. Trump had built “an extraordinary rapport with the other leaders.”

As for Mr. Trump, he says the trip was a resounding success. On Sunday, after being restrained on Twitter while abroad, he returned to form, unleashing a barrage of posts. Among them: “Just returned from Europe. Trip was a great success for America. Hard work but big results!”

Mr. Daalder disagreed. “The president’s failure to endorse Article 5 in a speech at NATO headquarters, his continued lambasting of Germany and other allies on trade, his apparent decision to walk away from the Paris climate agreement–all suggest that the United States is less interested in leading globally than has been the case for the last 70 years,” he said.
